Understanding the Florida License Categories

Alcoholic beverage licenses are administered by the state Division of Alcoholic Beverages and Tobacco. The specific license category varies depending on whether you will be selling packaged beer, wine, and/or spirits for consumption off-premises, providing either beer and wine, or a fully-stocked bar for on-premise consumption. Our team can help determine the appropriate type of Florida Alcoholic Beverage License for your business. Click here to see our liquor licenses for sale.

1APS

This standard license allows a store to sell beer for an annual fee of $140. It only applies to packaged beer, so you can’t allow on-premise consumption.

2APS

Convenience stores, grocery stores, and other retail stores wishing to sell packaged wine and beer must pay an annual fee of $196. This license is only valid for off-premise consumption.

3BPS

The most comprehensive liquor store license has an annual fee of $975. You will be licensed to sell all types of spirits, wine, and beer for strictly off-premise consumption.

1COP

This license allows for the sale of beer for consumption on-premise at bars or restaurants, as well as off-premise consumption. Customers can drink on-site, but your establishment will not be able to serve wine or spirits, just beer. The annual license fee for this license is $280.

2COP

Including wine and beer to your bar or restaurant will cost a yearly fee of $392. Your customers of age can order and consume both beer and wine for on-premise and off-premise consumption.

4COP

Finally, for a fully stocked bar, your restaurant or bar will pay an annual fee of $1,300. This allows you to serve a complete menu of spirits, mixed drinks, wine, and beer.

Starting Your Liquor License Application

Municipal Level Approval is Needed

The placement and usage of a Liquor license at a location must be initially approved at the municipal level, so your first step is to determine your jurisdiction.

Counties considered part of the Treasure Coast area:

  • Martin County (Stuart/Hobe Sound/Jensen Beach)

  • Lucie County (Port St. Lucie/Fort Pierce)

  • Indian River County (Sebastian/Vero Beach)

State Approval Is Needed

Next, complete the state liquor license application. This process can often be initiated online and requires extensive supporting documentation.

Supporting Documentation

  • Health Department approval for alcohol consumption on the business premises
  • Approval by the Florida Dept. of Revenue
  • Personal information & fingerprints for all interested parties
  • Right of Occupancy (copy of lease or deed) Management contracts
  • Floor plan sketch
  • Municipal zoning approval for the type of alcoholic beverage license being sought

Reviewing Fees and Quotas

Fees vary by the specific type of license you need, ranging from $140 for off-premise beer sales to $1,820 for a fully-stocked bar with onsite consumption. There is a limited supply of Quota Liquor licenses based upon the population in the county. However, locations that prepare and serve food can apply for a separate food service license which is not covered under this quota system and is available in an infinite number for qualifying businesses. We can help you apply for either a quota or non-quota license, including the required zoning approval for your Treasure Coast jurisdiction.

Awaiting Approval

The office in your district will review your application once they have received all the required documentation along with your fee. They may also schedule an onsite inspection to make sure your establishment complies with state beverage laws.
