Florida ABT-6001 Application Guide: Learn How To Apply For A Liquor License

Florida’s DBPR ABT-6001 application is an important threshold for businesses in Florida that need a retail liquor license to operate. The Department of Business and Professional Regulation (DBPR) uses this Application for Alcoholic Beverage License to determine if a new business meets the requirements for selling alcoholic beverages. While the entire process involves additional documentation, the application can be a stumbling block for new owners unfamiliar with the process. Use this helpful guide to each section of the Florida ABT-6001 so you can navigate the process with more confidence.

Section-By-Section Breakdown: Sections 1-2

In Section One, you specify the type of license you want to hold. You write down the series and type or class requested, as well as any child licenses. You also check off the types of alcoholic sales you want to make (such as retail sales, wholesales, or sales as a manufacturer) and what, if any, tobacco sales you want to make. You can also mark if you only want a temporary license. 

Section Two, License Information, requests the details of your business. You simply fill out your name, business name, business address, FEIN number, and other identifying details. You can also complete the optional “Contact Person” section.

Section Three (Related Parties)

Your application may have multiple “Section Three” pages. Each person connected to the business with an ownership interest greater than 0.5% (who isn’t currently a licensee) will need to complete this section for themselves. In this section, applicants will fill out identifying details such as their name, social security number, address, and physical characteristics. Applicants will also need to individually explain past licenses they’ve held and their criminal histories regarding any recent felonies or alcohol/tobacco-related offenses.

As part of the application, anyone who fills out Section Three must also be fingerprinted.

Section Four (The Sketch) 

In Section Four, the application requires a detailed sketch of the premises and answers to a short series of questions regarding the business premises. Using ink, the application will need to draw the structure (including walls, doors, counters, and sales areas, the bar area, storage rooms, and the restrooms), and the surrounding outdoor area next to the premises. While it’s called a ‘sketch’, this drawing must be detailed and to scale.  

Section Five (Sign-Offs): The “Approval Triple Threat”

Commonly regarded as the most difficult section of the ABT-6001 application, Section Five requires sign-offs from governmental bodies that have their own requirements for your business and documentation. The three signatures are: 

  1. Zoning Authority, confirming that your sketch is accurate and the premises comply with alcohol sales zoning requirements
  2. Health—The County Health Authority, or The Department of Health, or the Department of Agriculture and Consumer Services, or the Division of Hotels and Restaurants (H&R), as these bodies can attest that your business premises meet the Florida Sanitary Code requirements
  3. The Department of Revenue attests that the business and applicant are up-to-date on tax payments with an approval stamp

These approvals are only valid for a limited time, so it’s important to act quickly after this point.

The “Next Steps” Block

The application includes additional sections, including license requirements, disclosures, criminal history attestations, and a notarized affidavit. There is also a section requiring the applicant to select the right application kit based on their unique business and location:
